Attention is invited to the instructions contained in Board’s letter of even number dated 9.3.2004 and 17.02.2016 on the above subject.

2. The matter has been considered by the Board subsequent to issue of letter No.E(G)2009 QR-1-2 dated 05.04.2016 and it has been decided that railway employees posted to ECR and NWR may be allowed house rent allowance upto 31.12.2016 on the same terms and conditions laid down in the letter of even number dated 09.03.2004 ibid and as emended/clarified from time to time.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

7th Pay Commission Latest News – Increase in Basic Pay meagre but expected gains out of other compensation, a solace

Here are some areas of 7th Pay Commission report which are much beneficial to Central Government Employees. If Govt accepts these recommendations as such overall compensation package of Central Government Employees will be more attractive.

7th Pay Commission Latest News – Increase in Basic pay of 14.22% which is lowest increase out of any Pay Commission – However, certain Positive Aspects of Recommendations made in the 7th CPC Report mainly in the areas of Central Government Employees Welfare measures and Retirement Schemes may be solace to Central Government Employees

After a long wait of 10 years, Basic Pay of Central Government Employees has been proposed for an increase of 14.22%. In any standards, this quantum of increase can not be justified to be adequate. In fact this is the lowest increase out of any pay commission constituted in India so far. Let’s wait and see whether Empowered Committee formed by the Govt to process the present pay commission report make any positive changes to it.

Though 7th Pay Commission report failed to convince Central Government Employees in pay and allowances front, there are certain positive aspects in the recommendations which mainly relate to welfare measures, compensation and Retirement benefits. In the following paragraphs we would be discussing those which might surely improve overall Compensation package of central government employees in the long run.

7th Pay Commission’s decision to retain CPI-IW with base Year 2001=100 for determining Dear Allowance rate:
As demanded by various Central Government Employees Federations 7th CPC has proposed for retaining All India Consumer Price Index (Industrial Workers) with base year 2001=100. This means the allowance offered by govt to compensate inflation would continue to be calculated in the same as it is done presently, after deducting the quantum of DA (@ 125% for 126%) that is to be merged with pre-revised pay.
Dearness Allowance with effect from 1st January 2016 =[ (Avg of AICPI for the period from January 2015 to December 2015 – 115.76)*100/115.76] – 125 (or) 126

Interestingly, the earlier Pay Commission (6CPC) had proposed for adopting to new series of index (CPI-IW with base year 2001=100) which was later accepted by Govt. This measure needed adjustment in the calculation formula in respect of dearness allowance with effect from 1st January 2006 in the form of linking factor of 4.63 between base year 1982=100 and 2001=100
7th Pay Commission as well as Govt could justify in retaining CPI-IW with base year 2001=100 as new series of the index with base year 2015=100 is yet to be unveiled.

A new series of CPI-IW for DA Calculation means adjustments from old base year to new base year using linking factor and rounding-off which would surely put breaks on higher DA to Central Government Employees. So, 7th Pay Commission’s recommendations on retaining the present series of CPI-IW for DA purpose is welcome one.

Increase in Gratuity ceiling to Rs. 20 lakh with DA indexed Gratuity for the first time:

7th Pay Commission proposed that ceiling in respect of Gratuity will have to be increased from the existing Rs.10 lakh to Rs.20 lakh.

Moreover, for the first time DA indexed Gratuity viz., increase by 25 percent whenever DA rises by 50 percent has been introduced by the Commission. This measure would surely compensate the inflation factor as gratuity of Rs. 20 lakh received by a retiring employee in 2016 will never be equal to the same amount received by another in 2025.

Further, 7th Pay Commission has proposed that 20 times of monthly emoluments is to be paid as gratuity for employees who intend to retire after serving 10 year of service but before 20 years of service. Presently, 10 times of monthly emoluments is being paid for length of service between 10 years to 20 years.

Child Care Leave extended Single Male Central Government Employees also:

Child Care Leave (CCL) is granted to women employees presently for a maximum period of two years (i.e., 730 days) during their entire service for taking care of their minor children (up to eighteen years of age).
In addtion to women employees, 7th CPC has propsed that a male employee who is single, will also be entited to Child Care Leave.

House Building Advance (HBA) – Loan Ceiling increased to Rs. 25 lakh:

As far Housing loan extended by Govt to its employees is concerned the Commission proposes 34 times of Basic Pay or Rs.25 lakh OR anticipated price of house, whichever is least. This is more than three times higher than the present level.

Children Education Allowance and Hostel Subsidy increased by 1.5 times – whenever DA increases by 50%, these two reimbursements will be increased by 25%

CEA (Rs. pm) 1500×1.5 = 2250 Whenever DA increases by 50%, CEA shall increase by 25%
Hostel Subsidy (Rs. pm) 4500 x 1.5 = 6750 (ceiling) Whenever DA increases by 50%, Hostel
Subsidy shall increase by 25%

Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years.

Note 3:
The maximum age limit for appointment by deputation shall not be exceeding fifty six years as on the closing date of receipt of applications.

Note 4:
For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to the 1 st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade payor pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade payor pay scale, and where this benefit will extend only for the post for which that grade payor pay scale is the normal replacement grade without any upgradation.

2 The selected officers will be on deputation for a period of three years initially which can be curtailed or extended further, depending upon the requirement, and with the consent of the officer and approval of the lending department. The usual deputation terms will apply. The DPO/APO can be posted any of the PSK falling under the jurisdiction of respective Passport Offices.

3. All Ministries/Departments of Government of India are requested to circulate the above posts among the officers under the Central Government including officers of All India Services/ State Government, working with them and forward the application (in prescribed pro forma Annexure A) of eligible and interested officers, along with their dossiers and certificate to the effects that they are clear from vigilance angle, to the undersigned by 15th July 2016.

Parliament Standing Committee on Personnel, Public Grievances, Law and Justice to visit Bengaluru, Chennai and Bhopal

The Department-related Parliament Standing Committee on Personnel, Public Grievances, Law and Justice will visit Bengaluru, Chennai and Bhopal beginning 20th June, 2016. The committee consisting of 28 MPs will be chaired by Dr E.M.S. Natchiappan.

During the visit, the Committee will hold meeting with the representatives of recognised political parties and Chief Electoral Officer (CEO) of the state on implementation of Model Code of Conduct for Political Parties during General Elections. The members will also meet the representatives of State Governments, State Public Service Commission and Administrative Training Institute and Indian Institute of Management in the respective states, on the subject of appointment of advisors/experts in Government establishments.

During visit to Bengaluru, the committee will visit the National Law School of India University and hold interaction with Christ University School of Law, Law Academies, Law firms including State Judicial Academy, Bar Council of Karnataka and University Law College, Bangalore University on “Promotion of Legal Education and Research under the Advocates Act, 1961”. The Committee will also hold meeting with State Bank of Mysore, Vijaya Bank, Aeronautical Development Establishment, Hindustan Aeronautics Ltd. (HAL), Bharat Sanchar Nigam Ltd. (BSNL) and National Small Industries Corporation on the “Status of implementation of Public Grievance Redressal Mechanism, Vigilance Administration and Right to Information Act”.

In Chennai, the committee will visit the Tamil Nadu Dr Ambedkar Law University and hold discussions on “Promotion of Legal Education and Research ”. The committee will also hold meeting with representatives of Bharat Petroleum Corporation Limited (BPCL), Indian Overseas Bank, Bharatiya Nabhikiya Vidyut Nigam Ltd. (BHAVINI), National Thermal Power Corporation Ltd, Neyveli Lignite Corporation, Nuclear Power Corporation of India Limited (NPCIL) and Airports Authority of India on the “Status of implementation of Public Grievance Redressal Mechanism, Vigilance Administration and Right to Information Act”.

During its visit to Bhopal, the committee will hold discussion with Gas Authority of India Ltd. (GAIL), Northern Coalfields Limited, National Buildings Construction Corporation (NBCC), Metals and Minerals Trading Corporation of India (MMTC), Metallurgical & Engineering Consultants (MECON Limited), Bharat Coking Coal Limited and Oriental Insurance Company Ltd on the “Status of implementation of Public Grievances Redressal Mechanism, Vigilance Administration and Right to Information Act”. The committee will also visit the National Judicial Academy of India, Bhopal and hold interaction on Promotion of Legal Education and Research.

Around 47 lakh Central Government employees are eagerly awaiting the salary hike, along with the 52 lakh pensioners who are expecting a significant increase in the monthly pension provided to them.

New Delhi, June 16: As per the latest updates related to 7th Pay Commission, the government is likely to give a double bonus for those working under the central government. According to reports, the Commission has decided that salaries would be hiked from August 1 and six months arrears will be paid to the employees in one installment in October.

As per the recent developments, the government has already started working to credit the hiked salaries in the accounts of employees from August 1, 2016. Around 47 lakh Central Government employees are eagerly awaiting the salary hike, along with the 52 lakh pensioners who are expecting a significant increase in the monthly pension provided to them which was also promised by Narendra Modi government.

The Seventh Pay Commission will be implemented from July and the increased payout will be credited in employee’s’ account on August 1.

On Thursday a news report suggested that the six months arrears from January to July will be handed before Dussehra festival which is in October.

An unidentified official working with the commission was quoted by The Financial Express saying, “Central government employees could get the revised pay-scales with their July salaries that would be credited on August 1?.

There was a meeting held on Tuesday where Cabinet Secretary P K Sinha along with other Empowered Committee of Secretaries sat for few hours and submitted its final report. Report suggest that, Secretaries Panel in its final report has recommended 30 per cent hike which is more than what was proposed by the pay panel i its November report.

The commission had earlier recommended a minimum monthly basic salary of Rs 18,000 and maximum of Rs 2,50,000. With the 30 per cent hike the minimum basic monthly pay will be Rs 23,500 and the maximum will be Rs 3,25,000. The new reforms will directly impact the Central Budget by Rs 73,650 crore and the Railway Budget by Rs 28,450 crore.

The Govt of India have decided that the Para 3 of this Ministry’s Notification No. 12(01)12014/D(Pen/Pol/Part-H dated 14.12 2015 shall be modified as under

“The Committee shall make its recommendations within one year of the date of its constitution. It may, if necessary, make interim reports on any of the matters mentioned in Para 2 above.”

New Delhi, This news will give central government employees another reason to celebrate. Reportedly, Government staff will get their six months arrears in one installment in the month of October.

It is being said that Government will implement Seventh Pay Commission most likely from July. Employees will get increased payout in their July salary and it will be credited in their account on August 1.

Latest media reports say that six months arrears from January to July will be handed over just ahead of the Dusshera festival in October. An official working on the implementation of 7th CPC was quoted as saying, “Central government employees could get the revised pay and allowances from their August salaries and arrears are to be paid ahead of festival season in one installment”.

It is being said that P K Sinha headed Empowered Committee of Secretaries held a meeting on Tuesday. Reportedly, secy panel in its final report has recommended 30 per cent more than what was proposed by the pay panel in its November report. AK Mathur led 7th pay panel had proposed a minimum monthly basic salary of Rs. 18,000 and maximum Rs. 2,50,000 for the central government staff. With 30 per cent more, the minimum will become 23,400 and maximum at Rs. 3,25,000. Sources say that government will go by the recommendations of Secretaries panel as later has taken into account concerns of all stakeholders including employees’ unions and trade Unions.

Subject: Report of the committee to decide reassessment of CVO positions in CPSEs and other organizations under different Ministries/Departments and rationalization of pay, incentive, allowances etc. of CVOs.

The undersigned is directed to refer to this Department’s O.M. of even number dated 10thDecember, 2015 whereas a report of the committee chaired by AS(S&V), DoPT, for reassessment of CVO positions in CPSEs and other organizations under different Ministries/Departments and rationalization of pay, incentive, allowances etc. of CVOs, was sent to 33 Ministries/Departments with the request to furnish comments, if any positively by 23rd December, 2015. It was also mentioned that if no comments are received within the prescribe time it will be presumed that Ministries/Departments have nothing to say in the matter. However, comments were received only from 16 Ministries/Departments till date. 17 Ministries/Departments have not furnished any comments.

2. All 17 remaining Ministries/Departments are once again requested to furnish their comments, if any in this matter positively by 20th June, 2016. If no comments are received within the prescribe time it will be presumed that Ministries/Departments have nothing to say in the matter and DoPT will finalize the same.

7th Pay Commission – NJCA Writes to PM on 7th Pay Commission related issues and regarding NPS – He reports that the central government employees are very much disappointed with the recommendations of the 7th pay commission

Here is the excerpt of the letter which Com. Shiva Gopal Mishra, Secretary/Staff side wrote to the Prime Minister on the 14th of June 2016 regarding 7th Pay Commission recommendations.

‘With Great regret I bring to your notice that the central government employees demands have no ears to hear, hence we are forced to go on an indefinite strike from 11th July 2016.

Dear Sir, the central government employees are very much disappointed with the recommendations of the 7th pay commission. We have written to you before too, and to the empowered committee also. However we feel even after expressing our grievances, there is no concrete action taking place.

Sir, The new pension scheme is a curse on the employees. As far as employees are concerned, they are worried that in future they may be deprived of their pension in total. They are also worried that there is no guarantee of either family pension nor gratuity as per 7th pay commission recommendations. The central government employees are in fact very much annoyed and anxious with the 7th pay commission recommendations.

There are about 11 lakh employees, out of which around 5 lac employees are from railways, most of whom are responsible for safety, and our demand is, their job should be non transferable, for the safety reasons, since they know their area better.

Sir, we hope that you will do the needful to release the stress through which the employees are going on now.
Sir, we write to you in the hope that you do the needful and accept our just demands.’

The Charter of Demands send to the Prime Minister

  • Settle the issues raised by the NJCA on the recommendations of the 7th pay commission sent to Cabinet Secretary vide letter dated 10th December 2015.
    Remove the injustice done in the assignment of pay scales to technical/safety categories etc. in Railways& Defence, different categories in other Central Govt. establishments by the 7th pay commission.
  • Scrap the PFRDA Act and NPS and grant Pension/family Pension to all CG employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.
    i) No privatization/outsourcing/contractorisation of governmental functions.
    ii) Treat GDS as Civil Servants and extend proportional benefit on pay, pension and allowances to the GDS.
  • No FDI in Railways & Defence; No corporatization of Defence Production Units and Postal Department.
  • Fill up all vacant posts in the government departments, lift the ban on creation of posts; regularize the casual/contract workers.
  • Remove ceiling on compassionate ground appointments.
  • Extend the benefit of Bonus Act,1965 amendment on enhancement of payment ceiling to the adhoc Bonus/PLB of Central Government employees with effect from the Financial year 2014-15.
  • Ensure Five promotions in the service career of an employee.
  • Do not amend Labour Laws in the name of Labour Reforms which will take away the existing benefits to the workers.
  • Revive JCM functioning at all levels.

7th Pay Commission – Five Directors Generals of Paramilitary Forces Met the Home Minister

A number of paramilitary chiefs today met Union Home Minister Rajnath Singh in order to present their proposals and demands vis-a-vis the forthcoming implementations of the 7th Pay Commission.

7th Pay Commission – Five Directors Generals of Paramilitary Forces Met the Home Minister – The government in January had set up a high powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission.

A number of paramilitary chiefs today met Union Home Minister Rajnath Singh in order to present their proposals and demands vis-a-vis the forthcoming implementations of the 7th Pay Commission.

Five Directors General (DGs), including Krishna Chaudhary (ITBP), K Durga Prasad (CRPF), Archana Ramasundaram (SSB), Surender Singh (CISF) and O P Singh (NDRF), met the Minister at his office in South Block here and presented a memorandum to him.

The government in January had set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have a bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.

A Flashback

“A proposal for grant of PMSP to Central Armed Police Force at par with Army personnel has been referred to the 7th Central Pay Commission. vide MHA O.M. dated 05.11.2014. The rate of Para Military Service Pay requested is @ Rs. 2,000/- per month to Personnel Below Officer Rank (PBOR) and Rs.6,000/- per month to officers upto Dy. Inspector General of Police rank, based on the rates of Military Service Pay.”

Subject: Policy / Guidelines for setting up of Sanskriti type schools.

The success of the innovative and experimental project of setting up of SANSKRITI School has led to demands from various other regions of the country for setting up of such schools in those locations as well.

2. It is observed that All India Services as well as Central Services Officers face similar problems in other large metro cities where they are posted on transfer and where it becomes very difficult for them to secure admission for their children in schools. Similarly officers of all India services and State Civil Services also get frequently transferred from various stations within the State to state capital and they also face similar problems.

3. It is, therefore, view of the Government that as a welfare measure Government of India should also encourage and support opening of Sanskriti type Schools in other parts of the country.

4. Accordingly, a draft policy note for schools on the pattern of the Sanskriti School has been prepared and attached for comments of the Ministries/departments.

5. It is, therefore, requested to furnish comments of the Ministry/Department on the draft policy note for schools on the pattern of the Sanskriti School latest by 20th June, 2016 to this Department.
