State-wise details of ex-servicemen (ESM) in the country as on 31.12.2015 is as under:

Details of schemes being implemented for welfare, rehabilitation and resettlement of ESM is as under:

TRAINING PROGRAMMES

Officers Training:
  • 24 Weeks Management Courses at IIMs and other reputed B-Schools
  • Modular management courses like Project Finance, Academic Institutions, Supply Chain, Retail, Six Sigma, Seafaring etc.
  • Newly introduced courses for 2015-16 like Strategic Retail Management, Human Resource Management(HRM), Facility, Transition, Export and Import, Event Management etc, Corporate Social Responsibility and Jet Transition.
  • Junior Commissioned Officers (JCOs)/Other (OR) and Equivalents’ Training at Institutes:
  • Security, Fire & Industrial Safety, Computer & Information Technology including ‘O’ Level, Hospitality, Tourism, Agriculture based, Business Management, Modular Management, Vocational & Technical, Medical & Healthcare, Library & Information Science, Legal Assistant etc 
  • Newly introduced courses for 2015-16 like Logistics & Transport Management, Retailing & Showroom, Corporate Office, Material Management, Marine Engineering etc.
  • Courses at Regimental Centres:
  • At least two courses are planned every month at all the Regimental Centres to provide variety of courses to the retirees on pension drill.

RE-EMPLOYMENT OPPORTUNITIES

Reservation in Government Jobs: The Central Government has provided for the following reservation for ESM for vacancies in the posts to be filled by direct recruitment:-

  • 10% in Group ‘C’ posts and 20% in Group ‘D’ posts. In addition 4.5% reservation in each category is meant for Disabled Soldiers and Widows/ Dependents.
  • 14.5% in Group ‘C’ and 24.5% Group ‘D’ posts in Public Sector Undertakings and Nationalized Banks.
  • 10% posts upto Assistant Commandants in Paramilitary Forces.
  • 100 % in Defence Security Corps.

Placement Assistance through DGR: Directorate General Resettlement (DGR) sponsors Ex-Servicemen (Officers) to various Government organizations, Public Sector Undertakings, Corporate Houses, Private Sector, Central Para Military Forces etc based on their requisition for re-employment of ESM. The DGR sponsored ESM are re-employed by the requisitioning agencies after due process of selection by them.

  • ESM Coal Loading and Transportation Scheme.
  • Allotment of Bharat Petroleum Corporation Limited /Indian Oil Corporation Limited, Company Owned Company Operated Outlets PAN India.
  •  Management of CNG Station by Ex-Servicemen (O) in National Capital Region.
Schemes for all:
  • Coal Tipper Attachment Scheme.
  • Allotment of Army Surplus Vehicles
  • Allotment of Regular LPG Distributorship Scheme under ‘Government Personnel’ Category
  • Allotment of Oil Product Agencies Under 8 % Defence Quota
  • Allotment of LPG Agency Under Rajiv Gandhi Gramin LPG Vitran Yojna. 

Schemes for JCOs/OR Only:

  • Allotment of Mother Dairy Milk Booths and Fruit & Vegetable (SAFAL) Shops in NCR.
  •  Allotment of Milk Shops of Gopaljee Dairy Pvt. Ltd. in Delhi/Noida.
  •  Allotment of KIOSKS/Retail outlet of Gopaljee Farm Fresh in Faridabad/NCR.

DETAILS OF BENEFITS GIVEN TO ESM


Steps being taken to provide better opportunities to ESM are as under :-

  • dissemination of information on Directorate General Resettlement (DGR) website regarding Open Competitive Examination for various posts, dates and syllabus etc.
  • signing of a Memorandum of Understanding with Confederation of Indian Industries (CII) to conduct job fairs by Corporate Sectors to provide additional employment opportunities to ESM.
  • hosting of job portal by DGR wherein ESM can upload their Bio-data and corporate/other sectors can approach them and pick as per their requirement.
  • organizing ESM Job Fairs Pan India to provide an interface between Corporate & ESM.
  • regular interaction with corporate houses to generate employment opportunities to ESM.
  • Provision of opportunities to ESM through the corporate bodies like TATA Motors, AMAZON.com etc.
This information was given by Minister of State for Defence Rao Inderjit Singh in a written reply to Shri Rajeshbhai Chudasama in Lok Sabha today.

Subject: Discontinuation of physical pre-printed NSC and KVP certificates- reg.

The undersigned is directed to refer to this Department’s OM of even number dated 23`c March, 2016, through which guidelines regarding discontinuation of physical mode of National Savings Certificate and Kisan Vikas Patra certificate and introduction of e-mode were communicated. It was decided that the currently existing system of physical pre-printed certificates for KVP and NSC shall stand discontinued w.e.f. 1.4.2016 and shall be replaced by ‘National Savings Certificate/Kisan Vikas Patra Certificate on electronic — mode (e-mode). Till the CBS system transits to that e-mode, banks and post offices may choose to issue a physical certificate recorded on a passbook.

2. The serial numbers based on the new pattern allotted to the banks and the Department of Posts (DoP) with respect to KVP and NSC were detailed in the said OM. It is intimated that while issuing the certificate from 01.04.2016, Banks and Post Offices may use notification having G.S.R. No. 353 (E) dated 29.3.2016 for Kisan Vikas Patra and notification having G.S. R. No. 354 (E) dated 29.3.2016 for National Savings Certificate. It is intimated that these notifications are available on egazette.nic.in.

Civil Service officers present memorandum to Dr Jitendra Singh on 7th CPC report

A delegation of Civil Service officers representing the “Confederation of Civil Service Associations” called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here and sought his intervention for implementing the recommendations of the 7th Central Pay Commission (CPC) report, so as to address their long standing grievance of discrimination vis-a-vis certain other All-India Services.

In a memorandum presented to the Minister yesterday, members of the delegation acknowledged that the 7th CPC, while recommending the status-quo, had addressed their long pending demand for “parity” with other services. But, the memorandum alleged that the main cause of resentment among the non-IAS Civil Service Officers was that all the senior level posts covering majority of Departments, be it technical or administrative, are today manned by IAS Officers, which is the main cause of grievance among the non-IAS Civil Service Officers. The memorandum called for giving equitable treatment to all the Services so that the gap between the IAS and other Services does not widen and lead to, what they described as, chaotic situation.

The memorandum claimed that the majority view in the 7th CPC was in favour of changing the status-quo on the issue of pay disparity also. They said, at present, there is a clear edge enjoyed by the IAS and Indian Foreign Service over other Services in terms of additional increments.

The memorandum requested that disparity in Pay may kindly be removed altogether. In addition, it also requested that the new system of cadre restructuring be adopted and a comprehensive cadre review may be undertaken by all Services so that officers can get promoted in time.

The memorandum also requested that in the Committee of Secretaries, appointed by the Government to examine the report of the 7th CPC, such members should be appointed who represent all different sections of stakeholders and may function with neutrality.

Dr Jitendra Singh gave the delegation a patient hearing and said that he will forward their case to the Union Finance Ministry.

Sub: Brief of the 4th meeting of the Empowered Committee of Secretaries(ECoS) held on 30.03.2016 to discuss the recommendations of the VII CPC

The 4th meeting of the Empowered Committee of the Secretaries(ECoS) was held today under the Chairmanship of the Cabinet Secretary, Government of India, to discuss the recommendations of the VII CPC.

The meeting was held in a cordial manner on the general issues related to VII CPC, viz. Minimum Wage, Multiplying Factor, NPS, Minimum three cadre promotions, Allowances & Advances, Child Care Leave to Women Employees, MACPS, etc.

Apart from this, we represented the arduous conditions under which railway employees are working and how many railwaymen are sacrificing their lives for smooth running of the Indian Railways and tried to prove that we are more important even to the Defence of the country.

We also discussed various issues where justified approach has not been done, particularly reg. Running Staff(one additional pay scale), Technicians(merger of Technician Gr. II with G. I in GP Rs.2800) and Technical Supervisors, Group `B’ status to Supervisory Staff, parity field staff with the Ministry Staff and other categorical problems.

Member Staff, Railway Board, was also present during the presentation made by the federations. Chairman, Railway Board, is also a member of the Empowered Committee along with other Secretaries of the Government of India.
