Merit Promotion Scheme (MPS) instead of MFCS – 7th CPC Report

The three scientific Departments of DRDO, and Departments of Atomic Energy and Space have the Merit Promotion Scheme (MPS) instead of the MFCS.

The three scientific Departments of DRDO, and Departments of Atomic Energy and Space have the Merit Promotion Scheme (MPS) instead of the MFCS. However, while MFCS is meant only for Group `A’ posts, MPS extends to Group `B’ and Group `C’ posts as well.

Under the MPS there are several sub-schemes of career progression, with each sub-scheme specific to a category of scientific staff. Sub-schemes vary from each other in terms of residency period, start and end points of career progression and minimum qualifications. In the Department of Space, for example there are 25 sub-schemes of which four are dedicated only to Group `A’ posts while the rest of the schemes start either in Group `B’ or Group `C’ posts and end in Group `A’ posts. There are two which start at the lowest GP 1800.

In the Departments of Atomic Energy and Space, for each sub-scheme all eligible staff are promoted to the next level whereas in DRDO only a fixed percentage of eligible staff are promoted to the next level in the sub-scheme applicable to the Defence Research Technical Cadre (DRTC). The DRTC covers the scientific support staff in Group ‘B.’ The association of DRTC has accordingly demanded the removal of fixed percentage so that it is placed at par with Departments of Space and Atomic Energy.

The Commission is of the view that routine promotion of all eligible staff breeds complacency. The application of fixed percentage as done in DRDO, or the bell curve principle, as done in many organizations the world over, places a premium on quality and is therefore desirable. Hence removal of the fixed percentage in places where it is presently applicable is not recommended. On the contrary, the government may consider the application of a percentage system wherever the scheme is operative.

‘Good’ to ‘Very Good’ – 7th CPC enhancing the performance level for MACP and Regular Promotion

The 7th Pay Commission has recommended on the benchmark level for MACP and Regular Promotion in Central Government services.

The 7th Pay Commission feels that a significant change is required in promotion aspect. The benchmark for performance appraisal for MACP as well as for regular promotion.

The Commission recommends that this benchmark, in the interest of improving performance level, be enhanced from ‘Good’ to ‘Very Good.’

In addition, introduction of more stringent criteria such as clearing of departmental examinations or mandatory training before grant of MACP can also be considered by the government.

And also the Commission is proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service.

West Bengal government declares 10% DA hike from Jan 1, 2016

Kolkata: The West Bengal Government today announced a 10 per cent hike in Dearness Allowance for the state government employees with effect from January 1, 2016.

A notification issued by the state Finance Department today said the whole time state government employees drawing upto 80,000 salary would draw Dearness Allowances at the rate of 75 per cent with effect from January 1, 2016.

There would also be an adhoc increase in the existing wages of daily rated workers under the government with effect from January 1, 2016, the notification said.

Chief Minister Mamata Banerjee had announced the hike in September this year addressing a meeting of the Trinamool Congress affiliated West Bengal State Government Employees Federation.
However, she had said no arrears would be paid.

The state government had last time hiked DA by 7% on January 9, 2015.

With this decision, nearly seven lakh state government employees would be benefited, while the ten per cent hike in DA would cost the state exchequer around Rs 2,500 crore annually, state government officials said.
The state government already have set up the sixth pay commission for its employees.

Employees body demands re-look at 7th Pay Commission Report

New Delhi: A body of central government employees has demanded a re-look at the 7th Central Pay Commission (CPC) report and sought a rationalised pay structure.

In a memorandum submitted to Union Minister Jitendra Singh, the Government Employees’ National Federation said that while there are some positive recommendations in the 7th Pay Commission report, there are, at the same time, several instances which need a relook.

Thus, the memorandum said, the exercise to rationalise pay structure has led to several discrepancies. It further complained that the concept of grade pay and pay band has been done away with and all grades of pay at all levels have been subsumed within the pay matrix.

Singh, the Minister of State for Personnel, said that the report submitted last month is under the government’s consideration and the follow-up on it would be done after the inputs have been received from the Finance Ministry and other relevant quarters.

He said that even though opinion may vary, there is a large section of employees which has hailed the report, including its recommendation of 16 per cent hike in salary along with a 63 per cent increase in allowances and 24 per cent hike in pension, with minimum Basic Pay of Rs 18,000 and maximum pay of Rs 2.25 lakh for central government staff.

Singh recalled that, while accepting the report, Finance Minister Arun Jaitley had disclosed that an implementation secretariat headed by the Expenditure Secretary had been created while a separate empowered committee under the Cabinet Secretary will take a view on suggestions received from various stakeholders.

“There is, therefore, enough reason to believe that all the concerns and apprehensions, if any, expressed by the employees will be taken care of by the government,” the minister said.
There are about 50 lakh central government employees.

Hon’ble Sir,

Through this letter, I would like to invite your attention to the following grievance of Civilian employees working in the Ministry of Defence:-

Govt. of India, DoP&T O.M. No. 14014 / 6 / 94- Estt (D) dated 09th Oct 1998 read with O.M. No. 14014/23/ 99- Estt (D) Dated 03rd Dec 1999 has a provision to give a compassionate appointment to one of the dependent for the survival of his family, if the employee unfortunately dies during his service period; leaving his family behind to survive, but it is limited to 5% of the vacancies. Due to this, a large number of wards are waiting for their appointment on compassionate grounds to look after the family.

Sir, there are 5.85 lakh sanctioned strength of defence civilians but the existing strength is only 3.98 lakh as on 01.01.2014 as mentioned in the report of 07 th CPC. It establishes that there is a deficiency of 1.87 lakh civilian manpower and there are Approx 20 thousands aspirants who are seeking appointment on compassionate grounds.

It is worth to mention here that DoP&T is the competent authority to grant one time relaxation from the limit of 5% vacancies falling under direct recruitment quota in Group ‘C’ post in a recruitment year.
Hence, you are requested to kindly intervene into the matter and issue necessary directives so that DoP&T may grant one time relaxation from the limit of 5% vacancies for compassionate ground appointments in the Defence Installations.

Most Defence Associations Accepted OROP: Jaitley

New Delhi: Finance Minister Arun Jaitley on Saturday said government’s OROP (One Rank One Pension) formula for retired defence personnel has been accepted by most associations and only a small section had some issues on it.

“The government has already announced its decision. Most personnel in their (defence) organisations have accepted that. If one faction or the other have reservations, I think it’s for all of you to sit together and decide …within the organisation itself. The mainstream organisations personally met me and thanked the government that their long-standing demand has been accepted,” he said.

The Minister was responding to a question on the implementation of OROP at ‘Aaj Tak Agenda’ programme.

As approved by the government in September, the OROP will be implemented from July 2014 and arrears alone would cost the exchequer about Rs 10,000-12,000 crore.
