Will the Minister of LABOUR AND EMPLOYMENT be pleased to state the measures taken by Government to meet the demands of pension beneficiaries under the Employees’ Provident Fund Pension Scheme, 1995 for increasing minimum pension to a respectable level of Rs. 3000 for better standard of living and provision for Dearness Allowance as per price index and fixation of pension on the basis of total length of service?

As per the provisions contained in the Employees’ Pension Scheme (EPS), 1995, pension to employees who joined on or after 16.11.1995 is calculated on the basis of pensionable service and pensionable salary. EPS, 1995 is a largely self-funded scheme with combined features of “Defined Benefit” and “Defined Contribution.” Accordingly, the Scheme describes the rate of contribution payable as well as the scale of benefits admissible. Para 32 of the EPS, 1995 provides for annual valuation of Employees’ Pension Fund by a Valuer appointed by the Central Government. Based on the results of such valuations and health of Employees’ Pension Fund and to ensure the sustainability and viability of EPS, 1995, actuarial impact on the Scheme due to any increase in benefit is required to be kept in view. Therefore, providing a minimum pension of Rs. 3,000/- to lakhs of existing pensioners and crores of prospective pensioners has very huge financial implications and could jeopardize the existence of the Pension Fund itself.

However, Government vide notification No. GSR 593 (E) dated 19.08.2014 implemented the provision of minimum pension of Rs.1,000/- per month with effect from 01.09.2014 for the financial year 2014-15 by providing budgetary support keeping in view the interest of the most vulnerable sections. The Union Cabinet in its meeting held on 29.04.2015 has approved the continuation of minimum pension of Rs. 1,000/- per month in perpetuity under EPS, 1995 beyond 2014-15 with certain conditionalities.

Further, index-linking of pension, i.e., increase in pension to fully neutralize inflation was considered by the Expert Committee constituted by the Government to review EPS, 1995, and the same was found not feasible through a funded scheme like EPS, 1995 wherein the contribution of employer and Government is at a fixed rate of 8.33 per cent and 1.16 per cent.

Railways: Indigenous system of medicine-Homeopathic/Ayurvedic dispensaries-revised policy reg.

Kindly refer to Board’s guidelines on the issue of Indigenous system of medicine issued under Board’s letter dated 23.7.2014 in the subject matter.

2. Pursuant to the requests received from the federations and zonal railways, Board have reconsidered the matter and have decided as follows:

(i) The ceiling limit of the number of Homeopathic and Ayurvedic dispensaries fixed vide Board’s instructions dated 23.7.2014 stands withdrawn. As such there will be no ceiling limit on the number of dispensaries in each zone/PU etc till further decision is taken in the matter.
(ii) The existing consultants working in 8 hourly Homeopathic and Ayurvedic dispensaries may be allowed to continue, with the approval of respective SBF Committee. fresh engagement in these dispensaries should be done on 4 hourly basis.
(iii) The facilities extended to the practitioners (in 8 hourly dispensaries) prior to issue of aforesaid instructions dated 23.7.2014 may continue till such time they remained engaged with the approval of SBF Committee.
(iv) Monthly honorarium for Ayurvedic Dispenser working in 8 hourly and 4 hourly basis stands revised to Rs.9000/- and Rs.7100/-.
(v) Monthly subsidy on medicines for Ayurvedic Dispensaries stands revised to Rs.9800/-.

3. Other terms and conditions as stipulated vide Board’s letter dated 23.7.2014 would continue to be the same.

4. These orders are applicable from the date of issue of Board’s letter dated 23.7.2014 excluding-items at (iv) and (v) above which will be effective from the date of issue of this letter.

5. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Central Government Employees: No LTC in case of posting in home town

New Delhi: Employees who are posted in their home town cannot take Leave Travel Concession (LTC), the Centre has said.

“Government employees whose headquarters or place of posting and home town are one and the same are not eligible for home town LTC,” it said.

Besides, these employees cannot convert home town LTC to avail special concession scheme to travel to North East region, Jammu and Kashmir, and Andaman and Nicobar Islands, the Department of Personnel and Training (DoPT) said in its Office Memorandum No.31011 /4/2007-Estt.(A-IV) dated May 18.
However, government employees whose headquarters are Delhi and reside in cities or towns outside the national capital and falling in other states of National Capital Region (NCR) are eligible for home town concession, the order said.

Every new recruit in government service is required to declare his or her home town to avail the benefits of LTC.

The LTC allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns.

However, the government has recently allowed employees to visit North-East region and Jammu and Kashmir, among others, in order to promote tourism and increase people-to-people contact.

MEDICAL CARE FOR ECHS BENEFICIARIES IN REMOTE/HILLY AREAS

1. Representations have been received from the environment that beneficiaries residing in remote/hilly areas face great inconvenience for getting referrals even for minor ailments from their nearest polyclinics due to distance/terrain.
 
2. It has been decided that ECHS beneficiaries will henceforth be permitted to avail the facilities/services of nearest Govt Health Care Centres/ Primary Health Centre/ Govt Hospitals (deemed empanelled) without prior referral from the polyclinic subject to the  following conditions:-
(a) Distance from nearest polyclinic should be more than 50 Kms.
*(b) Applicable for residents of following states only
(i) Jammu & Kashmir.
(ii) Himachal Pradesh.
(iii) Uttaranchal.
(iv) North Eastern States of ‘Sikkim, Arunachal Pradesh, Mizoram, Manipur, Tripura and Nagaland.
(v) West Bengal : District Darjiling only.
(vi) Karnataka : District – Chikmagalur, Kodagu only.
(vii) Tamilnadu : District -Nilgris only.
(vii) Chhattisgarh : District – Bastar and Dantewara only.
(viii) Orissa : District – Koraput only.

(c) Treatment permitted for maximum period of 07 days.
 
3. Parent Polyclinic will be notified of such treatment undertaken at the earliest (within two working days). Info can be sent by person/telephone/mail/fax/telegram. Parent polyclinic will generate a referral immediately on receipt of information and attach the same with the claim when received. Claims for reimbursement of expenditure incurred should be submitted to Parent Polyclinic within one month of completion of treatment.
The claim will include the following:-
(a) Application of claim by the member. Summary of case including diagnosis and outcome/ fiirther advise by treating doctor/hospital to be enclosed.
(b) Photocopy of ECHS Smart Card/Regn Slip.
(c) Prescription/Clinical notes of treating doctor.
(d) Bills of medicines/investigation/treatment procedure in original duly authenticated by treating doctor/hospital, alongwith a photocopy. In cases of treatment in Govt Hospitals, consultation is normally free; Bills, therefore, would pertain to medicines and treatment /investigation charges only, as applicable.
 
4. The bills will be processed by Parent Polyclinic as per procedure laid down vide this HQ letter No B/49773/AG/ECHS dated 25 May 04 read in conjunction with this HQ letter No B/49773/AG/ECHS/R dt 28 Oct 04 for treatment in Govt Hospital, and payment made through cash assignment of local Station Headquarters. Sanction of Central orgainsation ECHS is not required.
 
5. In cases of Emergency, patients can get admitted to any hospital. Emergency bills will continue to be processed as per existing instructions. Similarly in cases where further treatment is advised by local Govt Hosp, and/or major treatment procedure is required, patient will be referred to suitable Service/Empanelled Hospital through Parent Polyclinic as per existing procedure.

Subject: Central Civil Services (Leave Travel Concession) Rules, 1988- Clarification regarding eligibility of Home Town Concession- Frequently Asked Questions.

The undersigned is directed to say that this Department receives a number of references from Government servants/ various Ministries/Departments seeking clarifications regarding the eligibility of Government employees in respect of Home Town LTC. The point of doubts raised and their clarifications are as under :-

1. Whether the employees whose Headquarters/ Place of posting and Home Town are same, are eligible for Home Town LTC?
No. Government employees whose headquarters/place of posting and Home Town are one and the same are not eligible for Home Town LTC.

2. Whether the employees who are not eligible for Home Town LTC may avail the Special Concession scheme of conversion of Home Town LTC to travel to North East Region, allowed by DoPT’s 31011/3/2014-Estt.A-IV 26.09.2014?
No. Employees whose Home Town & Headquarters are same are not eligible for Home town LTC and hence, the question of conversion of Home Town LTC to travel to these places under special concession scheme does not arise.

3. Whether the employees residing in cities / towns outside Delhi which fall under other states of National Capital Region (NCR) are eligible for Home Town Concession?
Yes, Cities/Towns which outside Delhi and fall in other states of NCR are not to be treated as Delhi Headquarters. Hence, the Government employees whose headquarters are Delhi and reside in cities/towns outside Delhi falling in other states of NCR, are eligible for Jammu & Kashmir & Andaman & Nicobar Islands as eligible for Home Town Concession.
