Subject: Select list 2003 (extended) of UDC Grade of CSCS-reg.

The undersigned is directed to refer to this Department’s O.M of even number dated 27.01.2015 along with a list of 1552 officials. A further list containing 380 officials is circulated herewith. The cadre units are requested to conduct the DPC in respect of these officials for inclusion in the Select List 2003 (extended) and subject to fitness promote them as such. The orders of promotion with regard to officials who have already retired need not be issued since they are not physically available to avail of the promotion. The cadre units are also requested to furnish a compliance report by 16.02.2015 in the enclosed proforma.

2. Nodal officers may also ensure that the requisite details are updated in the web management system which is hoisted at cscms.nic.in without fail.

Dear Sir,
Sub: Inter-action meeting with the Seventh Central Pay Commission on NFIR’s memorandum-reg.
Ref: NFIR’s letter No.IV/NFIR/7th CPC/CORRES/Pt. V dated 02/08/2014.
 
Federation vide its letter dated 02/08/2014, addressed to the Secretary, Seventh Central Pay Commission had made following suggestions with regard to holding interaction meetings:
a) Inter-action meetings may be fixed giving us reasonable advance intimation to enable us to reschedule our other programmes,

b) Meeting/hearing may be fixed department wise to facilitate us to meet the Pay Commission along with the representatives of the conccrned department/category.

c) In the Railways, there are eight major departments with hundreds of categories. Eight different dates for explaining our case may kindly be considered.

d) Inter-action meetings may also be convened for explaining the case of miscellaneous and isolated categories in Railways.
e) Separate date and time be provided to facilitate the NFIR to explain uniqueness of railways as well unique nature of duties of railway employee in general.
Federation is yet to receive response from the Seventh Central Pay Commission.
 
In this connection, NFIR desires to mention that the 6th CPC had allotted a total time of 28 hours to us in different spells/different dates to explain the case of Railway employees belonging to various categories in different departments. Federation trusts that similar time slots would be provided to us by the 7th CPC as well.
 
NFIR. therefore, once again requests the Hon’ble Chairman Seventh Central Pay Commission to arrange to allot adequate time slots and convey to the Federation.

Subject: Employee Registration for Aadhar based Biometric attendance- reg.
 The undersigned is directed to refer to OM of even number dated 16.12.2014 on the subject noted above under which all Pr.CCsIT/DGsIT were requested to take necessary steps to install Aadhar Enabled Diametric Attendance System(AEBAS) in the offices under their administrative control within the time prescribed by the Government (by 31.12 2014 in Delhi and 26.1.2015 in rest of India) and to submit a compliance report by 15th February,2015.
 
Further, pursuant to a letter dated 29.12.2014, received from the D/o Electronics & Information Technology pointing to the low registration of employees. in Delhi by CBDT for the Aadhar Enabled Biometric Attendance System, all Fr.CCsIT/DCisIT were also requested vide OM of even number dated 7.1.2015 to ensure that necessary steps for expediting registration of all officers/employees are taken on priority by the nodal officers for implementation of the AEBAS in their offices and a report submitted by 20.1.2015. A reminder in this regard recapitualating in brief the action to be taken and details of the officers in NIC who may be contacted by the nodal officers for seeking any clarification/guidance was also issued vide OM of even number dated 22.1.2015.

Based on the feed back received from different officers the position on the implementation of AEBAS has been reviewed by the Chairperson, CBDT who has observed as under:-
 
Very tardy Progress. It appears that field offices have assumed that their work ended with appointment of nodal officers. Please send a self contained advance reminder w.r.t compliance report due on 15.2.2015
 
It is therefore requested that the matter may he looked into and nodal officers appointed for the implementation of the AEB. AS may be directed to take necessary action in this regard keeping in view the compliance report that is to be submitted to this office by 15.2.2015 as  directed by the Chairperson, CBDT

Kendriya Vidyalaya Sangathan to recruit 5,000 teachers

ALLAHABAD: Faced with the problem of adverse pupil-teacher ratio (PTR) in many Kendriya Vidyalayas of the country and strictly adhering to the guidelines of Right to Education Act (RTEA), KV Sangathan would soon be recruiting over 5,000 new teachers. Among these, over 400 new teachers would be recruited in Varanasi region.

Of 1,100 odd KVs spread across the country, there are many where the strength of students is over 50 per class and in some cases, it reaches around 65.

Deputy commissioner, KVS, regional office, Varanasi, PV Sai Ranga Rao said: “KVS had always been following RTE. From the coming academic session in April 2015, we would adhere to the set norms in every respect, including PTR.” In accordance to RTE, the TTR would be brought down to the prescribed norm i.e. one teacher for every 40 students (for class I to 5) and one teacher for every 35 students (for class 6-8).
KVS has asked principals of all the schools to furnish information pertaining to how many more teacher they would require to follow the norms of PTR as per the RTE Act. “Now that the number of teachers to be recruited is known, the Sangathan would soon start recruitment process,” Rao said.

Principal of KV, New Cantt, Shalini Dikshit said that the work load of teachers in a class of 65 students would be divided among two teachers. It will benefit pupils.

Rao said: “We would require more teachers for science which could be around 150. Likewise, the numbers could be anything around 90 for mathematics, English and other subjects.”
