38 DoPT employees presented with Excellence Awards

38 DoPT employees presented with Excellence Awards

Dr. S.K Sarkar, Secretary, Department of Personnel & Training (DoPT) gave away the excellence awards instituted by the Department at a function here today. Addressing the ceremony, Dr. Sarkar hoped that the awards would promote result oriented public service delivery by the Government institutions. He said that recognizing the services of exemplary workers was a ‘Best Practice in Human Resource Management’ that would boost the morale of the employees and also reap rich dividends in serving the public.

Dr. Sarkar presented the ‘Certificate of Excellence’ and Memento to 38 employees of the Department for the work performed during the Year 2013–2014. During the period under consideration all DoPT Wings were asked to forward nominations for grant of this award. Work performance and outcome achieved during the year of such employees were examined by a Committee of Joint Secretaries in DoPT. This Committee recommended the names of thirty eight employees out of the total ‘in-position’ strength in the DoPT for award of the Certificate of Excellence for the year 2013–2014.

The DoPT had introduced a new non–monetary incentive scheme in the year 2013 in the form of award of ‘Certificate of Excellence’ to recognize the contribution of its meritorious employees of the level of Multi Tasking Staff to Under Secretary. This certificate sought to recognize the dedication to work, excellence in performance and outcome achieved during the year 2012–2013, wherein thirty three employees were awarded the ‘Certificate of Excellence.’

Clarification of CGHS rates on 2014 which have been placed on CGHS website for information and acceptance only

F. No. S. 11011/20/2014-CGHS (HEC)
Directorate General of Central Govt. Health Scheme
Ministry of Health & Family Welfare

Nirman Bhavan, New Delhi
Dated, 16th July, 2014
CLARIFICATION

It has been brought to the notice of the undersigned that some of the CGHS empanelled Health Care Organizations have started charging new CGHS rates 2014 which have been placed on CGHS website for information and acceptance only. Since these rates have not yet been notified by Ministry of Health and Family Welfare, the empanelled HCOs cannot charge these new rates and CGHS 2010 rates would prevail. Charging these new rates 2014 from CGHS beneficiaries by empanelled health care organizations would amount to overcharging and suitable action including recovery of overcharged amount and forfeiture of performance bank guarantee would be initiated against those HCOs by CGHS.

Reservation for Minorities

Reservation for Minorities

The Government considered the recommendation of the National Commission for Religious and Lingusitic Minorities (NCRLM) regarding reservation to minority communities. A sub-quota of 4.5% reservation for minority communities as defined under Section 2 (c) of National Commission for Minorities Act, 1992 [viz. Muslims, Christians, Sikhs, Buddhist and Zoroastrians (Parsis)] was carved out of the 27% reservation for the Other Backward Classes (OBCs) in admission to Central Government institutions and in Civil Posts under the Government of India and this was notified by the Government on 22-12-2011 to be effective from 01-01-2012. The Hon’ble High Court of Andhra Pradesh in its judgement dated 28-05-2012 set aside the carving out of a sub-quota of 4.5% reservation to minorities out of the 27% reservation for OBCs. The matter is presently sub-judice in the Hon’ble Supreme Court of India.

This was stated by Dr. Najma A. Heptulla, the Minister of Minority Affairs in Lok Sabha yesterday.
